The council has developed a partnership with 45 Commando at RM Condor aimed at cutting down the waste going to landfill from the base.
"The vast majority of recyclates were being disposed of in general waste or deposited in the council's recycling facilities at Cairnie Loan," said Angus neighbourhood services director, Ron Ashton.
"Due to the timing on the disposals at Cairnie, which tended to occur when troops returned to the base at the end of operational tours of duty, this caused operational problems with capacities and servicing of the council's facility."
The plan will involve a one-year trial to be launched as soon as possible.
Senior officers will enforce the waste minimisation and recycling message within the base, while the council will provide an uplift service for the recycling bins and large recycling containers.
Mr Ashton added: "RM Condor will agree to give Angus Council the recyclable materials with no exchange of monetary payments or recycling credit payments for the recycling materials serviced and uplifted by Angus Council.
"The purpose of the partnership is to improve the general handling and management of recyclable materials on the base and in addition, reduce the amount of waste sent to landfill sites.
"In addition, Angus Council will benefit from the extra recyclable materials being uplifted from the base and this will enhance the council's recycling rate."
Neighbourhood services convener Jim Millar said, "Despite the potential departure of the marines from Condor it is still important that we move forward with this initiative.
"We intend to continue this arrangement with the MoD (Ministry of Defence)."
Arbroath SNP councillor Donald Morrison said: "This can only be good for increasing our recycling rates."
