The 49-year-old man sparked concerns after he was seen by a member of the public on the road bridge over the mouth of Montrose Basin around 2.45pm on Tuesday.
The witness contacted the local lifeboat station and the inshore lifeboat was on scene within four minutes.
The three-man crew plucked the man from the water and he was taken to one of the bridge pontoons where the RNLI personnel administered CPR.
An ambulance then arrived at the scene and the man was treated by paramedics. Despite the best efforts of the emergency personnel, he could not be saved.
The Montrose all-weather lifeboat crew was also paged and the vessel put on standby.
A police spokesman said: ''Sadly, despite resuscitation attempts, he was pronounced dead at the scene. The man's family have been informed.''
