They have moved on to land owned by Scottish Water at the Stannergate pumping station, which is part of the Tay waste water sewerage project.
A spokesman said, "Scottish Water will be hand-delivering letters to each of the travelling community currently camped at the Stannergate pumping station site, asking them to vacate the ground. Should this request be ignored then we will be taking formal court action."
Meanwhile, a call for a travelling people's site to be set up within Dundee City Council's boundaries has been rebuffed by housing convener Jimmy Black.
Emma Nuttall, of Friends, Families and Travellers, called on all local authorities to set up a better network of approved sites to allow travellers to pursue their way of life.
Mr Black said the site at Balmuir Wood, which serves Dundee, is very near the boundary.
He acknowledged the site, which has 20 pitches, is less than half full at the moment and may not provide the kind of short-stay facilities some of the travelling community want.
"I think we need to find out whether that is the case and if there is anything we can do to address it," he said.
