Kristoffer Batt (17) died after taking heroin while being held in a cell at Tayside Police headquarters in Bell Street, Dundee, in November 2007.
Yesterday Richard Reid, who lives in Montrose, said that the civilian custody assistant should be dismissed.
Mr Reid said he and Kristoffer's mother split up when he was six years old.
"Many an absent parent wishes that one day, when their children are older, they may have a relationship again," he said. "I will never have the chance to explain things to him."
The findings of a fatal accident inquiry into the death of Mr Batt were particularly critical of custody officer Stuart Lewis (32), who was suspended after the incident, disciplined, given a written warning and transferred out of Dundee.
Mr Batt's family have said they found it "unbelievable" that Mr Lewis had not lost his job and Mr Reid said yesterday that he did not believe justice had been done.
The Crown Office has confirmed that the Procurator Fiscal Service has received a report concerning a 32-year-old male in connection with an incident in November 2007 but that, "No final decision has been taken."
