The company, which is a UK-wide firm, has offered staff the choice of either voluntary redundancy or a position at its Glasgow office or in Perth.
The company, which is based at Luna Place, works with government agencies, local authorities, government-related industries and the private sector in providing roads and railways and other services including waste management.
It is thought that uncertainties surrounding the government's austerity measures and their knock-on effects on infrastructure works have played a part in Mouchel's decision.
The company said, "Mouchel's highways business is undergoing a significant restructure aimed at maximising our ability to sell and operate on a national basis and enhancing our strength in delivering engineering solutions.
"In Scotland we are consolidating our engineering services into a centre of engineering excellence in Glasgow.
"While this will increase our presence in Glasgow, it will unfortunately result in the closure of some of our local offices, including Dundee.
"All staff in the Dundee office have been offered the opportunity to transfer to Mouchel's Glasgow office or to fill one of a small number of client-facing roles in Perth."
"Mouchel continues to be committed to the well-being of its staff and those individuals not wishing to relocate have been offered the option of voluntary redundancy."
Mouchel has a reputation as one of the country's best employers having made it into the top 20 of the UK's "best big companies to work for" rankings in 2008 and 2009.
Dundee City Council administration leader Ken Guild said he was "disappointed" to hear of the Dundee office's closure.
"It's sad to hear of any job losses in Dundee and these are jobs that we can ill afford to lose."
