The call follows ongoing criticism of a difficult car parking situation at the Kirkcaldy hospital, where a new £170 million wing opened last month.
The creation of the 663-bed building follows the transfer of a number of wards and services from Queen Margaret Hospital in Dunfermline and Forth Park Hospital in Kirkcaldy.
Despite there being more than 1,300 spaces on site, parking has been described as a nightmare and staff have been encouraged to walk from the top of Whyteman's Brae in a bid to free up space for visitors.
John Wilson, chief executive of NHS Fife's operational division, pointed out that a journey planner available on the board's website had been devised to provide personalised travel plans to meet individual requirements.
A number of buses stop near the main entrance. Many offer a direct service with others link to services from west Fife, Glenrothes and Levenmouth, as well as Kirkcaldy railway station.
New cycle racks are available next to the main entrance and a downloadable map of walking and cycling routes around Kirkcaldy is available online.
Mr Wilson said: ''I would like to encourage everyone who is planning a trip to Victoria Hospital to try out the travel planner. There are a number of ways to travel to Victoria Hospital and you may find it quicker and easier than you first thought."

How about.. I don't know... building some car parks? They can whinge all they like about coming on buses, bikes and walking but the simple fact is that the only practical way for the majority of patients and staff to arrive is by car. Its not as if Kdy has a park and ride on the outskirts.

Perhaps they have bigger problems to deal with! New mum's trauma as she has baby on icy pavement outside hospital after ringing buzzer for six minutes has given birth on the pavement outside a Fife hospital after she was unable to get inside the building. Six minutes at minus 4 centigrade
