The Crown Office confirmed the procurator fiscal had received a report in connection with an incident involving a 49-year-old woman on February 7, when Mrs Graham was involved in a collision with another car on the B922 Cluny to Kinglassie road.

She had been making her way to Fife Constabulary's headquarters in Glenrothes in her unmarked Audi Quattro at the time.

A Crown Office spokesman said: ''We can confirm that the procurator fiscal for Fife has received a report concerning a 49-year-old woman in connection with an incident on February 7 2012. The report remains under the consideration of the procurator fiscal.''

It is standard procedure for a report to be sent to the procurator fiscal after any road accident in which injuries have been sustained. The procurator fiscal will now decide if the chief constable, who is understood to have been cautioned after the incident, should face charges.

Both Mrs Graham and the driver of the other car involved in the collision required hospital treatment, but neither was seriously hurt.

The accident was just one of several on Fife's roads that morning, when black ice caused problems for many motorists.

Fife Constabulary said officers had been instructed to follow the usual procedures when investigating the matter. However Scotland's Campaign against Irresponsible Driving has called for the accident to be investigated thoroughly by an independent third party to safeguard transparency.
