The Corporation of the Town has requested that the visit take place from June 30 to July 4, as there are activities at which they would like their twin town to be represented.
The links with Perth, Ontario, date back to 2000 when Provost Mike O'Malley signed a twinning agreement.
However, the last visit there was also in that year, although representatives from Canada, including the Mayor of Ontario, were present to play a role in the Perth 800 celebrations.
He expressed a desire to "foster and enrich the historical bond" between the communities over the coming years and that will begin with the visit of the provost and lady provost, with an accompanying council officer.
The Scots party will try activities including the second annual hosting of the "Kilt Run" on July 2.
The first Kilt Run was last year, in honour of the twinning arrangement and in recognition of Perth 800.
More than 1000 kilted runners took part in a 10km road race and achieved a Guinness World Record in the process.
The provost has accepted the invitation on behalf of the council, although the invitation will also be considered by councillors at a meeting of the provost's sub-committee on Wednesday.
The Corporation of the Town of Perth, Ontario, will meet the cost of accommodation, meals and travel within Ontario.
Additional costs, including flights and transfers for Dr Hulbert and the council officer and civic gifts, will total £2900, with the sum met from the 2011/2012 twinning budget. The lady provost is to travel at her own expense.
It is hoped the visit will help to demonstrate commitment to the link for the years ahead and offer the opportunity to explore new initiatives in the future.
The Canadian town is said to offer a window into the past as it retains much of the charm and buildings it had as a British colony.

That's a nice little freebie. I am so glad to be paying council tax for these people. I haven't been in an aeroplane for years as I can't afford it.
