Members of Perth and Kinross Council's enterprise and infrastructure committee heard how the local authority plans to "sharpen the focus" on the industry and get the "right people" involved.
Tourism is already worth around £400 million to Perthshire, employing 10,000 people and there is a bid to increase this by 50% over the next five years.
Enterprise convener John Kellas told his colleagues, "If we are successful, it's a success for Scotland. We have one of six key areas in the country and we need a tiered approach looking at the majority, national and local events."
During the meeting, members were asked to approve a revised structure for the Perthshire Area Tourism Partnership (PATP) and its strategic themes and priorities until 2015. It will include the appointment of three elected members in new positions, which will be decided at a meeting of the full council.
The PATP brings together local players from across the private and public sectors, such as tourism operators, local tourism groups, the chamber of commerce, the council and VisitScotland.
Alexander Stewart agreed that changes needed to be made, commenting that it would "close the gap" that exists between partnership organisations.
Members were also careful to ensure there is a sustainable approach to tourism to address the environmental impact of the industry and help spread its activities seasonally and geographically.
By doing so, they hope to safeguard the local industry so that it can deliver long-term growth.
