Psychiatric check for Dundee man who performed solo sex act at open window

A serial pervert who performed a sex act at an open window to the horror of a passer-by has been ordered to undergo a psychiatric assessment by a Dundee sheriff.

Jamie Mullen, 30, of Cowgate, was described as having an “entrenched pattern of behaviour” after the incident in which he donned a hood and exposed himself to the lone woman in the middle of the afternoon.

Mullen is assessed by police as a high risk of serious harm to others and is already on the sex offenders register until 2021.

He was previously kicked out of the armed forces after being jailed for possessing child abuse images in 2006, and was also caught with indecent pictures of children when police raided his flat last summer and was jailed again in 2014.

In the latest incident, the court heard a woman had been walking alone in Sugarhouse Wynd at around 1pm on May 23 last year when she saw a male standing at the wide open balcony window of a flat.

Using a hood to hide his face, he was naked below the waist and performing a solo sex act.

She informed a neighbour who told her he had also witnessed a similar incident.

When Mullen was later traced, his computer equipment was seized, including a memory card which contained a self-taken video of an adult male performing a sex act at an open window while an unknown woman walked past.

Indecent images of children were also found during the search.

Mullen admitted intentionally exposing his genitals in a sexual manner to unknown persons and carrying out a sex act at an open window at Cowgate, between February 9 2013 and May 19 2014.

He also admitted possessing indecent photographs or pseudo-photographs of children, between June 14 and July 22 last year.

Initial reports prepared for his sentencing recommended a further forensic psychologist assessment, which his defence agent said would be beneficial in deciding whether Mullen can be dealt with in the community or custody.

Sheriff Alastair Carmichael continued bail and further deferred sentence until November 2.
