By Steve Bargeton, political editor LORD FRASER of Carmyllie was yesterday putting the final touches to his eagerly awaited report into the Holyrood building fiasco. MSPs and officials moving in to the controversial £431 million building this week are bracing themselves for a damning indictment of how the project was delivered 10 times over budget and three years late. Those who have come in for criticism have been sent extracts of Lord Fraser’s report and have until tomorrow to comment on the factual aspects of his remarks, but they will not be able to question his interpretation. There had been concern that the publication of the report might overshadow the official opening of the new Parliament by the Queen on October 9. But Lord Fraser has said he will deliver his verdict some time during the week beginning September 13. He has been considering his findings since hearing closing statements in May. The inquiry heard 43 days of public evidence, two days of closing speeches and two days of evidence in private about security. |
