A FLAT in Strathtay Road, Perth, was the scene of intense police activity yesterday afternoon after reports of a domestic disturbance.

It was alleged a man had gone into a flat with a one-year-old child and was refusing to come out or allow anyone access.

After negotiations lasting a little under three hours, the child was safely returned to its mother unhurt and a 25-year-old man was arrested at about 4.30pm.

A report on the incident will be submitted to the procurator fiscal in Perth, a police spokesman said.
