Decant centre approved for Montrose fitness suite

Angus councillors have unanimously approved a decant centre for Montrose sports centre fitness suite during construction of the town’s new multi-million-pound swimming pool.

The former Wirren House residential care home on North Esk Road will house the suite for the estimated 21-month project at the Marine Avenue sports centre, after the development standards committee followed a recommendation for the authority’s own planning bid.

Wirren House was vacated by social work staff and residents in September.

Infrastructure services director Eric Lowson said, “During the anticipated 21-month construction period, the existing leisure facilities require to be decanted to various other venues within the town, including the Town Hall and Montrose Academy, to ensure the facilities are maintained.

“No external works are required.”

He added, “The proposal includes similar opening times 9am to 10pm, seven days per week to the existing sports centre.

“However, this may be reviewed depending on the level of use at this location.”

There were four letters of objection to the proposal, from neighbouring residents, raising concerns including the impact on their amenity, traffic movement and parking provision.

The conditional planning approval requires 15 parking spaces more than double the existing number which will require some trees being cut down.

Mr Lowson said, “While the loss of any tree is regrettable, those in question are not of any significant townscape value.

“The more mature landscaping presently on site should remain if possible, but this will not be known until final parking arrangements are agreed.”

He added, “The proposed use is for a limited time period of around two years and will ensure the building remains in a purposeful use rather than lying derelict.”
