The Crieff Bid, Crieff Succeeds, aims to achieve sustainable business growth around a successful economy supporting a strengthening community.
A business plan has been prepared and is being distributed on May 7, with the closing date for votes June 18.
The Crieff Bid will seek to support business success and a stronger tourism and events economy with a growing local retail offering.
It would have a five-year budget of around £730,000, with traders and businesses contributing £510,000 through annual levies, and Perth and Kinross Council most of the remainder
A package of measures drawn up includes events and festivals, street market wardens and improved visitor information.
Other aspects are a review of traffic and parking changes, possible placement of traffic and parking enforcement wardens, streetscape installations, Welcome Crieff street ambassadors and cleaner streets.
The campaign has run into opposition, with businesses fearing they will have to shut up shop if the Crieff Bid goes ahead.
Disgruntled traders say a mandatory levy and a perceived lack of clarity about plans for exactly how the cash will be spent could have a negative impact on their businesses.
Alan Rankine, Crieff Bid project leader, said: “We have gone through a lot of consultation over the last three months and have taken on board what people have been saying.
“We have pared back the spending on marketing in the first two years for schemes to improve Crieff and make it a more attractive and welcoming place to visit.
“One of the points we have been making is to think of what Crieff will be like in five or 10 years if we don’t go ahead with a Bid.
“Businesses who have seen the decline of Crieff over the past few years have been supportive of what we are trying to do, and see the Bid as an opportunity to get things done to improve the town.”
