Fife councillors ran up a £36,740 expenses bill last year.
Councillors can claim for travel, meals and other costs associated with their official duties.
The 2024-25 total was shared between 75 serving members and two former councillors.
The highest expenses total went to Levenmouth area convener Colin Davidson, who claimed £3,055.42.
Council leader David Ross claimed just £475.
And opposition leader Craig Walker did not claim a penny.
Nor did west Fife councillors Gavin Ellis and Gordon Pryde.
Overall, the councillors’ mileage bills alone came to £18,599, but there were no claims for meals or accommodation.
‘Expenses support our work’
Mr Davidson, who represents Leven, Kennoway and Largo, claimed £2,236.95 on car mileage.
The rest of the Labour councillor’s expenses total came from training courses, meetings and telephone and IT claims.
He said: “Expenses are there to support our work.
“I’m in my constituency every single day. I charge £10 a day on diesel and I’m losing money at that.
“It’s a huge ward and I claim them because I incur the expenses. I’ve never had any issue with that.
“Not claiming them devalues the role.”
Fife Council leader keeps expenses claim down
Mr Ross says it is entirely appropriate for councillors to claim expenses.
The Labour leader said: “Councillors should not be out of pocket if they’re doing their jobs.
“If I go to London or something for an event I do, but not for running around Fife.
“I get quite a substantial remuneration and, personally, it just doesn’t feel right for me to claim more.”
SNP leader Craig Walker added: “My personal view is many workers do not get travel expenses to get to their place of work, so I don’t claim.”
As council leader, Mr Ross is paid an annual salary of £49,809, while Mr Walker receives £29,352 as opposition leader.
Members with no extra responsibilities each received a basic £21,344.
The total bill for Fife councillors’ salaries and allowances combined was £1.82m.
The 2024-25 expenses bill is lower than the previous year’s, which came in at £41,872.
