Angus Council environmental health officials have dropped their opposition to 15 new flats on vacant ground beside the Webster Theatre in Arbroath.
The High Street site was cleared in 2021 after a dangerous buildings notice was placed on former offices there.
Last year, a Dundee firm lodged plans for a four-storey block of affordable homes for Hillcrest Housing Association.
But the scheme was rejected by planning officials under delegated powers.
Among their concerns was the potential for residents to be disturbed by noise from shows at the adjacent Webster Theatre.
Arbroath flats planning appeal decision deferred
In April, planning appeal councillors delayed a decision on the application to make a site visit.
The area’s development management review committee is due to hear the matter this week.
And councillors will be told the authority’s environmental health department is now happy to support the application.
It follows an independent noise assessment which revealed “no noticeable impact” from music played at 100 decibels.
The council’s housing department has also submitted comments to the review body.
It said: “Affordable good quality housing which meets current demand is to be welcomed.
“Since the original planning application was made the number of properties has been reduced from 20 to 15 units.”
The flats would be one and two bedroom.
“Housing welcomes the removal of three bed properties as we would not deem the location and type of properties suitable for large family accommodation, especially when there is a lack of outdoor garden areas.”
However, planning officials were previously critical of the building’s design in their earlier delegated refusal decision.
The planning appeal is due to be heard on Thursday.
Meanwhile, Webster Theatre bosses are in a row with a Meat Loaf tribute show over charges for the venue.
Heaven Can Wait company Carlton Entertainment says it won’t return to the theatre due to the row with operators Angus Alive.
