Leven’s north-eastern boundary could be extended with the creation of a large housing development on the outskirts of the town.
A planning application by Campion Homes for 100 new homes off Cupar Road has won the support of Fife Council officers, who have recommended it be approved as long as a number of conditions are met.
Previous plans for housing on the site, which sits behind existing houses on Largo Road, proved controversial and have twice been shelved as the area was not zoned for residential use in the local plan.
Barratt Homes applied to build an unspecified number of homes on the land in 2008, four years after a previous plan for 300 houses was dropped from the Levenmouth local plan.
The latest application does comply with a new plan adopted in 2012, although it has sparked ten objections from local people who fear a negative impact on the roads network, a lack of parking and the loss of a greenfield site.
Members of the central area planning committee will consider the proposal on Wednesday.
In papers which will go before councillors, planning officer Martin Patrick said the local plan had provision for 1,750 new houses across Levenmouth as a whole in a bid to encourage regeneration and investment.
The Cupar Road site is classed as prime agricultural land and because the application is regarded as a major development, there would need to be a 12-week public consultation if it is approved.
Mr Patrick said: “Full planning permission is sought for 100 houses including 10 affordable units.
“The houses proposed are a mix of two, three, four and five bedroom detached, semi-detached and terraced villas.”
He added that transportation officers had reviewed the proposal and noted the concerns of local residents.
They had concluded that the additional traffic could be accommodated but recommended the 30mph speed limit be extended north along the B927.
“It is expected that all costs associated with the extension of the 30mph speed limit will be met by the developer,” said Mr Patrick.
He stated: “The proposal for 100 houses and associated works has been assessed against the terms of the development plan…
“In all aspects the development is considered to be in accordance.”
