Dunfermline insist they are ‘exploring domestic and international markets’ as they hunt for new signings this summer.
But chairman and chief executive David Cook has said patience is required to ensure the Pars find the ‘right ones and not just the easy ones’.
The Fifers have so far brought in former St Johnstone midfielder Charlie Gilmour from Inverness Caley Thistle as their only new recruit.
Sixteen players have been freed from last season’s first-team squad, including loanees, and new deals have since been agreed with four out-of-contract squad members in Chris Hamilton, Josh Cooper, Jeremiah Chilokoa-Mullen and Tashan Oakley-Boothe.
However, boss Neil Lennon – who himself penned a fresh two-year agreement last month – has confessed a significant rebuild is needed.
And Cook has reassured supporters work is ongoing behind the scenes to strengthen Lennon’s options ahead of the new campaign.

“We would all like to sign players early to give [them] as long as possible to settle into the club,” he said.
“But, at times, we have to be patient and diligent to ensure that we sign the right ones not just the easy ones.
“Right now, we are exploring domestic and international markets.
“We are embracing the video and data-led recruitment tools that Short Circuit bring to the table, as well as traditional scouting methods in markets close to home.
“We are making progress in some areas that we have identified and hopefully more signings will be forthcoming over the next couple of weeks.”
Cook, who has praised Lennon’s strong leadership, has revealed Dunfermline will be heading to Bulgaria for some warm-weather training in the coming days.
It is understood they may meet up with officials from Septemvri Sofia, where Pars owner James Bord also has a shareholding.
The trip could give the clubs an opportunity to learn from each other and explore ways of co-operating in future.
Dapo Mebude, who has been released in recent days with Lewis McCann, was loaned out to Septemvri in the second half of last season.
Meanwhile, Cook has revealed a six-figure sum has been spent on revamping the East End Park playing surface this summer.
