Plans for 600 homes as part of Dundee Western Villages are set to get the green light on Monday.
It is believed construction will create more than 100 jobs and sustain hundreds of jobs over several years.
Dundee’s westward expansion was conceived more than a decade ago, but complications and several high-profile setbacks put the project in jeopardy.
Monday’s meeting of the city council’s development management committee is recommended to approve two developments on land to the west of Dykes of Gray Road, despite objections relating to transportation, education, drainage and flooding.
Objectors insist that the Swallow roundabout would be further congested at key times.
Redrawing of the catchment areas for Baldragon Academy will see children living in the new development attend that secondary school instead of Harris Academy.
The report into the application presented to the council said: “The principle of the development of a village in this area is long established through previous development plan allocations and planning permissions and the proposals will deliver a high-quality housing choice with appropriate community facilities.
“Various works are proposed to alleviate the concerns of the objectors including the provision of upgrades to the existing Swallow roundabout and the provision of a range of community facilities including a village green and shops.”
Companies like Bett, Cala, Stephen and Barratt all turned down the opportunities offered, and their disinterest sparked criticism of the council from politicians and some developers who believed the Western Gateway concept had been a big mistake.
Springfield Properties Plc, based in Elgin, stepped forward in November last year with a proposal for a 600-home village costing in excess of £150 million.

“Dundee has undergone an exciting transformation over the years you just need to look at the waterfront to see that.
“A site like this doesn’t come up often. It offers homes in the countryside, coupled with excellent transport links to the whole of Scotland and quick access to the city centre.”
