A Fife teenage sex offender who groomed a 15-year-old on the internet and travelled 150 miles to meet her had strict controls placed on his internet access.
Sheriff Margaret Neilson also criticised Fife social workers for the level of supervision exercised on 18-year-old Liam Russell before he was ordered to carry out 250 hours of unpaid work.
He will remain under supervision for three years and was placed on the sex offenders register for a similar period.
Russell, from Dunfermline, is due to be sentenced on other less serious charges at Dunfermline Sheriff Court today.
He had appeared at Inverness Sheriff Court last month and admitted three sex offences involving two teenage girls.
The first charge involved posting an indecent video on Facebook on February 27 this year of a 16-year-old girl.
Russell also admitted that while on bail he travelled to meet a 15-year-old with the intention of engaging in sexual activity.
Sentence had been deferred for background reports and both Sheriff Neilson and defence lawyer Neil Wilson expressed concern at the lack of detail therein.
Mr Wilson said: “He clearly needs supervision, but he seemed to be under supervision in name only.”
Sheriff Neilson said: “The report also does not go into detail about why he committed these offences while under supervision. It is a matter of most significant concern to me.”
A ban was imposed on Russell from having any unauthorised unsupervised contact with persons under the age of 16 and he is permitted to use approved internet access devices only.
He is prohibited from deleting his Internet browser history and his devices must be made available to social workers or the police for inspection.
He is also only permitted to reside in accommodation approved by his supervising officers.
