Non-residents could be banned from parking near flats in the City Quay area of Dundee.
Concerns have been raised about workers and shoppers parking their cars in lanes behind flats on South Victoria Dock Road and walking into the city centre to avoid paying hefty parking fees.
The situation has been described as “unfair” for residents.
Proposals to introduce parking permits in the area have been put forward.
Among the options being considered are painting marked bays and double yellow lines in the lanes behind the flats, as well as bringing in permits for bays next to the Unicorn.
Grant Mulholland, chairman of the Phase One Merchants Quay Residents Association, said: “The residents have issues with parking, mainly with people parking their cars there and walking into town for work.
“There are not enough parking spaces for people who live there, and with people coming down and parking there freely, there are no spaces for actual residents.”
A Dundee City Council spokesman said: “We are happy to discuss the situation with the landowner to try to alleviate residents’ concerns.”
