Disabled driver says council have ‘gone too far’ in car parking ticket stand-off

A terminally-ill Angus man has become embroiled in a parking ticket stand-off with Dundee City Council chiefs.

Vincent Byrne says he is determined not to cough up a £30 penalty charge “out of principle” after being landed with the fine at the city’s East Port car park last month.

A disabled badge holder, Mr Byrne, from Forfar was parked in a normal space but was furious to return to his vehicle just before midday to find it ticketed for being outside a line.

The 65-year-old said he plans to fight the council as a matter of principle.

He added: “They have two white bricks which you can hardly see and I’ve never noticed before and I’m about a wheel’s length across and get a ticket,” he said.

“Even with my disabled sticker I try to avoid parking anywhere that is going to cause problems, even though you see folk just leaving cars all over the place in the likes of Forfar.

“Of course the easiest thing to do would be just to pay it and forget about it, but I just think they’ve gone too far.

“I thought I had done everything right, and I just think they have to apply some common sense, but it seems that the whole thing is just money driven now,” he added.

“I’ve written to them refusing to pay they can do what they want but as a point of principle I will not be paying this ticket.”

A Dundee City Council spokesperson said: “All motorists issued with a penalty charge notice have the right to appeal and each case is considered on its own merits.

“Appeals can be done online or in writing as detailed on the reverse of the notice.”
