Storm Frank: Residents urged to wait for all-clear before returning to evacuated homes

Brechin residents evacuated during the River Street floods have been warned against returning home before the river is checked this morning.
Properties along the street and Eastmill Road were evacuated after the South Esk breached at the adjacent caravan park.
Montrose Sports Centre opened at 8am for evacuees in need of help.
An Angus Council spokesman said: “Displaced householders and their families in Brechin are advised not to return to their homes before the council has carried out a full assessment of the River South Esk area.
“This is due to take place on Thursday morning. People should also seek assurances from their utilities providers that it is safe to return home.
“River levels are receding but remain high and will take some time to drop to a safe level.”
Meanwhile, some of the roads hit by flooding began to reopen this morning.
But one of the worst affected, the B957 at Justinhaugh, remained closed for the morning and the Dalbrack road in Glen Esk stayed shut due to a collapsed wall.
