He became assistant head teacher at Clydebank High School and then head at Vale of Leven Academy, near Dumbarton, in 1981.

Mr Penny went on to become president of the Association of Head Teachers and Deputes in Scotland in 1993.

Outside work, he was a keen sportsman, holding the positions of captain of Thorn Park Tennis Club in Bearsden and president of the West of Scotland Lawn Tennis Association in 1986.
