Councillor ‘surprised’ Perth sex offender was bailed to home beside primary school

Police are keeping tabs on a convicted sex offender who was this week released on bail and will return to his home overlooking a Perth primary school.
Donald Kerr appeared at the town’s sheriff court on Tuesday and admitted storing child pornography on his computer.
The 47-year-old, who groomed girls by posing as a teenage boy on a social networking site, had also engaged in sex chat with a 15-year-old and asked her to perform a sex act for him via a webcam.
After The Courier revealed Kerr’s home looks on to the playground of North Muirton Primary School, Councillor Archie MacLellan said he was suprised Kerr had been allowed to stay there while awaiting sentence.
Mr MacLellan said: “It was odd that he wasn’t remanded, given the seriousness of the offence, but I am satisfied that the police are keeping a close eye on this man.
“The risk to families living nearby has to be assessed and continually monitored.
“Having said that, I would have felt happier if he had been kept away from the area while he was waiting to be sentenced.”
