Plea for action to prevent more flooding in Scone

A Scone councillor has demanded action to prevent a repeat of the flooding which hit the village at the weekend.

Lewis Simpson called for a “concerted effort” to rectify the problem after Stormont Road and the car parks of the doctor’s surgery and the Wheel Inn flooded at around 1.20pm on Sunday.

Firefighters worked for several hours to pump the water away, while workers from Perth and Kinross Council also attended to hand out sandbags to nearby homes. It is not thought that the water breached any of the properties.

Mr Simpson said: “There’s a huge amount of water coming from somewhere. We need a concerted effort to sort out the problems Scone is having with flooding and its drains.”

The local community council believes the issue is related to the maintenance of drainage in the area.

In a written statement, it said: “Perth and Kinross Council are the riparian owners of at least 20% of the barrel drain and associated drainage.

“It is apparent that the barrel drain generally is in fairly poor condition.

“From the limited CCTV information available, the severely collapsed sections of the drain currently lie within council ownership.”

A council spokeswoman said it would be monitoring the local situation in the area ahead of anticipated rainfall.

She said: “Perth and Kinross Council does all it can to help residents both to be prepared for the risk of flooding and, where necessary, to deal with the impact of flood incidents. The primary responsibility for protecting private property, however, rests with the owner and this includes drains below properties.

“As part of our responsibilities for addressing flooding under the Flood Risk Management (Scotland) Act 2009, we will continue to carry out inspections and assessments of watercourses and we would undertake clearance and repairs where this would substantially reduce flood risk.

“We are undertaking CCTV assessment in this area to identify the nature and full extent of the issue.

“Road gully cleaning work is also scheduled this week in Scone and will begin with the area between the Wheel Inn and Scone park and ride.

“We are continuing to monitor the situation in the light of further rain forecast for the next few days.”
