Abandoned West End works to recommence after cable error

West End works which ended in chaos after a cable failed a quality test are set to start again next month.

Electric cable upgrades were cancelled after five weeks of road disruption last year, causing anger in the community.

Commuters on a range of West End roads had faced disruption for more than a month during the Scottish and Southern Energy (SSE) works before they were abandoned.

A second attempt to install the high-voltage electric cabling will get under way on March 6.

Councillor Fraser Macpherson, who has previously criticised the company for the unnecessary disruption, welcomed the news.

He said: “Last year, while it was understood that the company would not implement a cabling system that failed a safety test, I questioned why the testing took place some five weeks into roads disruption.

“At the time, I wrote to Scottish and Southern Energy seeking an explanation as to why was testing of the new cabling not undertaken before the roads were dug up and made it clear this disruption for no purpose should never happen again.

“I am pleased that Scottish and Southern Energy has given assurances that the new cabling will have completed its testing before any road is dug up to fit it.”

The West End representative added: “We cannot have a re-occurrence of what happened last year. There’s been a lot of utilities’ work in the area in the past year and I am anxious this electricity work is undertaken with the minimum of disruption to residents and businesses in the area.”

The project last year affected Lochee Road, Fleuchar Street, Scott Street, Blinshall Street, Glenagnes Road and other roads between.

The second attempt, which has been described by the energy company as “highly technical and challenging”, is expected to take six months to complete.

As a result, road management systems will be in place throughout the area.

Traffic lights will be introduced on Lochee Road and will impact traffic turning left into Polepark Road from the city centre.

The lights will help accommodate single direction traffic from 13 March 24 August.

Fleuchar Street will be closed from 20 March until 24 August, with a 0.3 mile-long diversion.

Local access for residents, pedestrians and cyclists will be maintained while the excavation is open.

A four week road closure will also be enforced on Scott Street, to allow an existing gas pipe to be diverted ahead of the cable installation works.

This will begin on 27 March and last until 24 April. When the gas pipe has been rerouted, the road will be opened to a single lane until 24 August.

Responding to questions from Mr Macpherson, SSE’s community liaison manager said: “In relation to the high voltage cables, you have our assurance that no works will commence on site until the cables have passed their final factory assurance test (FAT).

“The cables have been through numerous quality and assurance tests and they have passed. The final assurance test will take place on 14 and 15 February. I can certainly let you know the outcome of this.”
