Traveller families are being evacuated from their homes after the River North Esk burst its banks at St Cyrus.
Emergency services including the coastguard, fire service and police are rescuing people from flooded caravans at the North Esk Park Travellers’ site.
It is not yet known if anyone has been injured but the ambulances are at the scene.
A spokesman for HM Coastguard said teams from Stonehaven, Montrose and Arbroath are evacuating families.
The spokesman said: “The river beside the the site has burst its banks and teams of coastguard are helping Scottish Fire and Rescue Service to evacuate people from their caravans.”
He said the rescue mission was called around 3.30pm on Friday as river waters rose dangerously high.
Angus and the east of Scotland has been severely affected by flooding throughout Friday.
Long queues are forming on the A92 as traffic stalled during the rescue.
One witness said: “There are numerous emergency vehicles on site currently.
“There is queuing traffic on the road while the rescue operation is ongoing.
“I have seen coastguard vehicles, fire engines, ambulances and police.”
Another said: “The river has been rising all day and completely flooded the area.
“The water has risen so high the caravans became in danger of being completely engulfed.
“People are having to be taken out by emergency services to safety.”

Another said: “When I arrived there was a long tailback, the emergency services were already in attendance.
“There was police traffic managing the bridge, two fire engines and an ambulance all on scene.
“The coastguard was also there with an inshore rib boat.
“The river itself had completely burst its banks and the water was rising to the caravan park. Its the worst I’ve seen the river.”
Angus Council and Police Scotland have been approached for comment.
