Plans to convert Dundee city centre office block approved for third time

Council officers in Dundee have approved plans to transform city centre offices into residential flats for the third time.

AKG Property Group had been granted permission to turn the vacant offices at 23 Commercial Street into new homes.

The ground floor of the block will be retained for commercial use but the basement and remaining floors of the four-storey building will be turned into six, two-bedroom properties and a single four-bedroom flat.

Windows at the rear of the tenement, that have previously been filled in, will be restored as part of the development project.

It is the fourth times in 15 years plans to convert the block have been approved.

Permission was granted in 2004 and 2007 to turn the upper floors into residential units but permission expired before any work was carried out.

In 2012, permission was also granted to turn the ground floor into a restaurant and the upper floors into flats but, again, no work on the Category C listed building took place.

A planning statement submitted by Jon Frullani Architects with the latest application said the development will promote “sustainable” city centre living.

It stated: “The upper floor flats shall be located in a very central area with good transport links and close proximity to essential services, shopping, further and
higher education institutions and places of work.

“The redevelopment proposals will therefore encourage a more sustainable lifestyle based on generous internal space standards, high quality amenity, preservation of the city’s built heritage and accessible services and facilities.

“The proposed development provides an opportunity to reinstate a vacant Category C Listed building for sustainable purposes aimed at preserving the character, appearance and historic interest of the building.”

Dundee City Council officers granted permission for the development with conditions attached.

The developers must show the flats will comply with rules surrounding noise levels.

They must also get approval from the council before carrying out any stone cleaning or refurbishment on the exterior of the building.
