A local councillor has accused a national parking firm of “trying to undercut” the taxpayer.
Maryfield councillor Lynne Short was bemused to learn Excel Parking have set up operation in a spare site within Dundee’s City Quay development — because no one from the council had been informed of the move.
According to Councillor Short, Excel did not seek planning permission or inform Dundee City Council of its intention to operate on the site.
Excel Parking, alternatively known as Vehicle Control Services, have moved into the area and installed signs offering 24 hour weekend parking for £2.50.
Councillor Short revealed she has been contacted by concerned residents who knew nothing about the firm’s intention to move into the area.
The SNP representative also expressed concerns over the fact the firm are based out with Scotland.
She fears Dundee will not benefit in any way from the money raked in from the site as a result.
She said: “This just won’t wash.
“Excel would have to go through the correct channels and they haven’t.
“They have leased the land from the receivers, but have not contacted the council to apply for planning permission.
“I have flagged this up to the planning department after being contacted by residents to express their concerns.”
Councillor Short continued: “I’m not happy as none of this money would appear to be going back into Dundee.
“They seem to be trying to undercut places like the Olympia with their prices.
“Will they be paying any rates?
“I’m going to fight this.”
The land was previously owned by a firm belonging to property developer Tim Allen.
The area was then taken over by appointed receivers, who in turn struck a deal with Excel to lease out the land.
A spokesperson for Excel Parking insisted the feedback they have received from people living round the site has been positive.
He added: “An agreement was reached with the receivers of the car park for its operation and management, in order that it may serve the local community and surrounding environs.
“The site is and has been a car park for many years and therefore the category of use has not changed and we will happily liaise with the local authority in respect of the same if it is deemed that we are required to do so.
“We have had no contact nor correspondence with Lynne Short in respect to the site and her concerns, and do not understand why Ms Short would “express frustration”.”
A spokesperson for Dundee City Council confirmed the authority is currently “investigating the situation”.
