Fife’s council boss is the 15th highest paid in Scotland in a “rich list” of local authority employees.
Chief executive Steve Grimmond earned a £196,982 package, which included his £149,646 salary and his pension.
Mr Grimmond was named in a league table of more than 200 high-earning Scottish town hall workers revealed by the Taxpayers’ Alliance.
Some 11 other Fife Council staff were on more than £100,000 a year, compared with seven in Angus and five in both Dundee and Perth and Kinross.
The Taxpayers’ Alliance has criticised “staggering” pay-outs for those in top jobs, while services continue to be slashed.
